Welles and Howard Koch built the first half hour as an ordinary evening of dance band remotes repeatedly broken into by news flashes — a form the audience had learned by heart six weeks earlier, when the networks really did keep cutting in from Munich. The panic was smaller than the next morning's papers wanted it to be. The craft was not.
